For infant and toddler photos, the State Department allows some relaxation: the infant's eyes do not need to be open, and the child's mouth may be slightly open. The photo must show only the child — no hands, car seats, or other people visible — with a plain white or off-white background. All other rules (size, head framing, background) still apply.
